Premium EM1/2/3 plans clarification

Hi,   I was going through Power BI documentation and some things are not clear regarding the new EM premium plans.   1) Are the Premium EM plans same as power bi embeded plans? 2) If yes what is...

Thanks for replying to the post.

 

I understand the differnces between Pro and Premium and why premium is necessary. My main question is around the difference between Power BI Embeded instance that we can create in Azure and Power BI EM Premium instances. Microsoft has not documented the Capabilities of EM Premium instances and also the cost, may be because it is still in early stages, but would like to know more about it so that can make a decision on which Tier to choose. 

 

Also it's mentioned that Premium EM 1 / 2 are only available through volume licensing, when we can easily create a Tier 1 / 2 Power BI embeded instance in Azure. So the question is on difference between these two and why did Microsoft choose similar naming convention for 2 different services to add to the confusion.
