Premium Dataflows throttled when they shouldn't be

We're having issues with our Premium capacity running dataflows noticeably slower at certain times of day--consistently almost every day--even though the Fabric metrics are showing us as below the capacity limits most days. In other words we have user-noticeable slowdowns far in excess of any reported capacity overage in the metrics, when we shouldn't be getting throttled.

 

My theory is that we're overrunning some other resource not tracked in the capacity metrics. In researching it I found THIS , but it's unclear what I might be running afoul of.

  • Are you sure you have paid off all your CU debt? Burndown completed?

    Based on your description, I looked up documentation on the issue, and I found documentation on capacity limits, which mentions that if you use more capacity than you've purchased during a certain time period, then you can ensure current efficiency by advancing capacity from a later timeframe for the current period, and the later time will be absorbed to make up for the previous overdraft during the peak period. This is why you mentioned not overrunning most of the time and significantly slowing down when you don't. This is to ensure smoothness throughout the run.
