Premium Capacity

Thanks for lbendlin reply. The Premium Per User license is a type of license based on the Pro license that provides Premium features. It is a kind of user-based license, which is different from capacity-based Premium license. Premium Per User capacity is shared by all Premium Per User licenses users across the tenant/organization. There will always be only one Premium Per User capacity per tenant, and this capacity will be available when the user is first assigned a Premium Per User license for that tenant. Power BI Premium Per User - Power BI | Microsoft Learn

Premium capacity in Capacity Settings is different from Premium capacity in Premium Per User licenses, and Premium capacity in Capacity Settings is a separately purchased Premium capacity. If you need users to view Premium capacity purchased in your organization, you need to make sure that they're assigned as either a Capacity admin or a user that has assignment permissions.
