Premium Capacity and Report creation

We moved to a premium capacity for Power BI, but unfortunately users can't create a report in Power BI Service with an existing DataSet within a Workspace without having a license. This is strange since on the license site it states the it includes all Premium Per Use features. Are we making a wrong asumption? I know you need a license to publish, which is ok, but i was hoping that users would be able to have some selfservice online.

    Hi Ossy81 

    Rather it includes all the features that a PPU has experienced.

    In your case you guys have purchased the premium capacity per workspace and Users with free licenses can only view reports in those workspaces.
