The old PBI Embedded offer (Azure embedded) cannot use a gateway. Please refer to https://docs.microsoft.com/en-us/azure/power-bi-embedded/power-bi-embedded-connect-datasource.
You are using SSAS on-premise and on Azure, but it’s still on premise even on Azure.
Now the new offer can do that. Please refer to https://powerbi.microsoft.com/en-us/documentation/powerbi-developer-embedding/. Power BI Embedded is covering with Power BI Service, thus not longer an Azure service. The current Power BI Embedded service(on azure) will continue to be available for a limited time. You can't see option to create new workspace collection on Azure now. If you have already got Power BI workspace collections on azure, consider migrating them to Power BI Service.

The problem, for this particular case, is that the monthly cost “entry point” is too high (P1 Node 4200€/month) as we may need around 20 users as starting point.
And we need the progamatic access to PowerBI reports to embed inside an application.
Any other possibility regarding pricing?

You should have a look at the EM1 SKU (USD 625/month) or buy Pro license for each user ((20+1)x10 + = USD 210/month)

Powerbi embeded report that access data thru enterprise Gateway, on a Azure VM using sqlserver SSAS, not working.
Report page shows but with data error message.
translation from Spanish message:
"Cannot load schema for the data base model"
Any data appears in the Visual.
Reports published in powerbi .com (Pro) work perfectly.
