Powerbi Embed in web application

Hi venupbi ,
For development testing, you can use free embed trial tokens with a Pro license or Premium Per User (PPU) license. To embed in a production environment, use a capacity.
There are two types of capacities you can choose from:
-
Power BI Premium - A tenant-level Microsoft 365 subscription available in two SKU families, EM and P.

Azure Power BI Embedded - You can purchase a capacity from the Microsoft Azure portal. This subscription uses the A SKUs.
Note: A SKUs don't support the use of a FREE Power BI license to access to Power BI content. Only the P SKU allows free Power BI users to consume Power BI apps and shared content, in Power BI service.

Thank you @v-binbinyu-msft for the detailed explanation. embed for organization is my scenario. in this case,
1. if all users are with pro license, does a dedicated capacity still required ? if yes, do we need Pro license and dedicated capacity both for 'embed for organisation'.
OR
2. all users with pro license is enough.
