PowerBi Co-Pilot

User has been assigned with PowerBi Premium Per User License.

 

User wants to have co-pilot enabled within PowerBi. What needs to be done for it?

 

We tried available options from our side.

Please follow these steps below:

To enable Power BI Co-Pilot for a Premium Per User (PPU) license:

  1. Enable Microsoft Fabric: Go to Microsoft Admin CenterOrg SettingsMicrosoft Fabric → Enable.

  2. Enable Co-Pilot in Power BI: Go to Power BI Admin PortalTenant Settings → Enable Co-Pilot in Power BI and assign permissions.

  3. Ensure Premium Capacity: Confirm the user's workspace is backed by PPU capacity under Workspace Settings.

  4. Check Rollout: Ensure your tenant/region supports Co-Pilot (check rollout status).

First, it’s essential to confirm that the Power BI Premium Per User (PPU) license is correctly assigned to the user, as Co-Pilot functionality is available to PPU users. Once confirmed, access the Power BI Admin Portal as an administrator and navigate to Tenant Settings, where AI features such as Power BI Co-Pilot need to be enabled. This setting may be restricted based on your organization’s configurations, so ensure that the AI features are switched on and that the users who need access are granted the appropriate permissions to use these features. Additionally, make sure that the region you are in supports Co-Pilot, as these features may be rolled out gradually and may not be available in all regions immediately. It is also crucial to ensure that Power BI Desktop is up to date, as Co-Pilot is often tied to newer versions of the software. Once enabled, Co-Pilot will provide features like natural language querying, where users can ask questions about their data in plain language, and AI-powered suggestions for visualizations, making it easier to gain insights from data without requiring manual intervention. If you’ve followed these steps and the feature still isn’t working, check role-based access to ensure that the right permissions have been assigned and verify that all the necessary configurations and integrations are in place, such as Azure integrations. Not yet resolved. Co-pilot settings in PowerBi Admin Portal is enabled and set to entire organisation by Global Access Admin. Still user is facing error -  "You can't access Copilot - None of your current workspaces are compatible with copilot. Only an admin can fix this".

We really apologies for the inconvenience, after reviewing the issue power bi copilot, here are few steps to resolve the issue.

 

  • Please confirm the Premium Capacity requirements explicitly. Ensure that the user's workspace is correctly assigned to PPU capacity. Additionally, the administrator must enable the tenant switch before use.
  • For tenants or capacities located outside the US or France, Copilot is disabled by default. To enable it, the Fabric tenant admin must adjust the tenant setting in the Fabric Admin portal.
  • Copilot in Microsoft Fabric is available only on paid SKUs F64 or higher, or P1 or higher. It is not supported on trial SKUs.

Thanks for the solution. I have few questions -

 

1) Do we need to have PowerBi Premium (capacity-based-licensing)? We do not procure this license.

2) The user currently have PowerBi Pro + PowerBi Premium Per User license assigned under his ID. Is it creating problem because he has two licenses?

3) Microsoft Fabric (free) is provided across the organisation and is it necessary to get a paid variant of license?

4) We have enabled co-pilot in fabric admin portal to all users in the organisation. Do we need to enable any additional settings?

After reviewing of the questions about Power BI Copilot, here are the answers to your questions:

 

  1. You do not need Power bi premium if you are using Power bi premium per user licenses. The ppu license grants access to Copilot and other premium features without requiring the full capacity-based license.
  2. Assigning both Power bi pro and Power bi premium Per User licenses to the same user should not cause any issues. The ppu license, which includes enhanced features such as Copilot, will take precedence over the Pro license. This allows the user to benefit from both licenses without any conflict.
  3. Yes, to access copilot features, a paid license is required. While the Microsoft fabric free version provides basic functionalities, copilot is only available with paid licenses such as power bi premium per user or higher. users will need to upgrade their licenses to utilize copilot.
  4. If copilot has already been enabled in the fabric admin portal for all users, no additional settings should be necessary. However, ensure that:
    • The user's workspace is assigned to a Premium per user capacity.
    • The tenant settings are correctly configured to allow Copilot usage, especially if there are regional restrictions.

Need to try this solution.

 

Steps we perfromed -

1) Checked licenses - User has been assigned with Microsoft PowerBi Premium Per User license, Microsoft Fabric.

2) Co-Pilot feature is enabled in PowerBi Admin Portal and made available to entire org.

 

Should we get Premium Capacity license assigned to user? We do not procure these licenses usually only on exceptions.

As per the Microsoft documentation, copilot needs workspace assigned to F64 SKU / P1 capacity or higher. And the user needs to have write permission to the workspace.

As I understand, it is not aligned to any particular per user Pro or PPU license. For accessing from Power BI desktop, user needs to have write permission to workspace with F64 SKU or higher.
