User wants to have co-pilot enabled within PowerBi. What needs to be done for it?

Please follow these steps below:
To enable Power BI Co-Pilot for a Premium Per User (PPU) license:
Enable Microsoft Fabric: Go to Microsoft Admin Center → Org Settings → Microsoft Fabric → Enable.
Enable Co-Pilot in Power BI: Go to Power BI Admin Portal → Tenant Settings → Enable Co-Pilot in Power BI and assign permissions.
Ensure Premium Capacity: Confirm the user's workspace is backed by PPU capacity under Workspace Settings.
Check Rollout: Ensure your tenant/region supports Co-Pilot (check rollout status).
To enable Co-Pilot within Power BI for a user with a Premium Per User (PPU) license, several steps must be followed to ensure everything is configured correctly. Not yet resolved. Co-pilot settings in PowerBi Admin Portal is enabled and set to entire organisation by Global Access Admin. Still user is facing error - "You can't access Copilot - None of your current workspaces are compatible with copilot. Only an admin can fix this".

Thanks for the solution. I have few questions -
1) Do we need to have PowerBi Premium (capacity-based-licensing)? We do not procure this license.
2) The user currently have PowerBi Pro + PowerBi Premium Per User license assigned under his ID. Is it creating problem because he has two licenses?
3) Microsoft Fabric (free) is provided across the organisation and is it necessary to get a paid variant of license?
4) We have enabled co-pilot in fabric admin portal to all users in the organisation. Do we need to enable any additional settings?

Steps we perfromed -
1) Checked licenses - User has been assigned with Microsoft PowerBi Premium Per User license, Microsoft Fabric.
2) Co-Pilot feature is enabled in PowerBi Admin Portal and made available to entire org.
Should we get Premium Capacity license assigned to user? We do not procure these licenses usually only on exceptions.

As per the Microsoft documentation, copilot needs workspace assigned to F64 SKU / P1 capacity or higher. And the user needs to have write permission to the workspace.

As I understand, it is not aligned to any particular per user Pro or PPU license. For accessing from Power BI desktop, user needs to have write permission to workspace with F64 SKU or higher.
