PowerBI unable to load ArcGIS reference layer

Hello!   Im having a problem loading a ArcGIS reference layer onto the PowerBI map. It's weird because some layers are being applied with no problem, while others cannot. These reference layers are...

Hi vvn_nguyen ,

The layer looks like fine in my environment based on my test. Not certain which is the specific issue you are facing, could you please consider some screen shots about your ArcGIS reference layer for further discussion?
Maybe note this:

If you're signed in using your ArcGIS account, you can search for content in your organization, your organization's groups, or public content. If you're not signed in, only publicly shared content will appear in search results.

 

Or you can refer these documents about ArcGIS reference layer that hopes to help you:

  1. Create ArcGIS maps in Power BI Desktop 
  2. Add a reference layer 
  3. Add custom reference layers to ArcGIS

Hello! v-yingjl  Thanks for replying to me! I am trying to add this layer onto the map. But for some reason, it just keeps loading and will eventually not add to the map.
