I have a powerBI report embeded into a sharepoint page. However I have found that if I send this webpage to someone on my team who has not signed into app.powerbi.com\home for the first time before trying to view the report they get a page telling them to request access which ultimately errors out.
Seeming like the licence does not actually activate on their account until they sign into app.powerbi.com for the first time. Is anyone able to confirm if this is how it is suppose to function or provide some insight on the possible cause?

Users or groups need access to both the SharePoint Online page and the report in the Power BI app to see the report on the SharePoint page.
