Is it possible to export PowerBI Data from old tenant and then import them to new tanant? Are the following links able to apply to my case? Thanks.

As per my knowledge, there is no possible way to export PowerBI Data from tenant right now.
The two links you provided above are written about Power BI Embedded service, not the same as your scenario.
