You could use the Deployment pipelines with more information here: Power BI Application lifecycle management (ALM) deployment pipelines overview - Power BI | Microsoft Docs

 

Or you could create parameters and change this in each of the different App Workspaces after you upload the PBIX report here: Using the Power BI Service Parameters to change connection strings (To possibly change between Dev, Test & Prod) - Reporting/Analytics Made easy with FourMoo and Power BI
