PowerBI Using Premium Per User and sharing with non-licensed users in SharePoint

Hello,

 

I am attempting to understand the licensing requirements, it appears that if we license a user who will be creating the dashboards with a PowerBI Premium Per User license, they will be able to share to non-licesnsed users via SharePoint if the dashboard/resources are setup in a Premium Capacity.

 

Is this correct understanding?

And, is there documentation showing how to move existing resources that have been created, and move them into the Premium Capacity.

The bypassing of licensing requires a specific tier capacity - not just any premium tier capacity. It's P1/F64 tier, which is pretty high up the list price-wise. Thank you @Shravan133 and @christinepayton.

 

That means for the moment, we will license the 10 users who need it with Power BI Pro (and where needed premium), and revist if/when we get to the point that individual licenses are more expensive than the P1/F64 tier options.

Your understanding of Power BI Premium licensing is partially correct. Here's a breakdown:

  1. Power BI Premium Per User (PPU):
    • A user with a PPU license can access and create Premium features, but sharing with non-licensed users is not possible solely through PPU. Each user accessing PPU content must also have a PPU license.
  2. Premium Capacity (P SKUs):
    • Premium Capacity (P SKUs) enables the sharing of dashboards and reports with non-licensed users, provided the content is hosted in a Premium Capacity workspace. Users accessing this content do not need a Pro or PPU license—only the Premium Capacity needs to be licensed.

If you want non-licensed users to access reports via SharePoint or Power BI Service, you need to ensure that:

  • The workspace is in a Premium Capacity (P SKU).
  • The reports are hosted in that workspace.
  • SharePoint embedding adheres to the Premium rules.

Moving Existing Resources to Premium Capacity

To move your resources into Premium Capacity, follow these steps:

  1. Assign Premium Capacity to Workspace:

    • In Power BI Service, go to the workspace you want to move.
    • Click on the "Settings" of the workspace.
    • Under "Advanced" settings, choose "Premium" and select the Premium Capacity you have available.
  2. Migrating Reports:

    • Once you assign the Premium Capacity to the workspace, all content within that workspace (dashboards, reports, datasets, etc.) will automatically be part of Premium Capacity.
  3. Documentation for Migration:

    • Microsoft provides detailed documentation on how to configure Premium Capacity and migrate workspaces. You can refer to this guide for step-by-step instructions.
