PowerBI User Security Isolation : Address Book

Is there a way that I can isolate users within either Azure AD used with PowerBI to isolate users AWAY from each other but still utilize the same Active Directory instance. I have departments across our company where I don't want them to see each other. Use Case: I have dashboards and reports setup within PowerBI that are isolated to Accounting. I have dashboards and reports setup within PowerBI isolated to Manufacturing. I don't want the odd possibility of Barb in Accounting accidentally sharing her dashboard or report within Frank Stallone in manufacturing when it is actually Frank Stallone in accounting that she should have correctly shared her PowerBI items with. As well conversely I don't want Manufacturing seeing Accounting users for their stuff.

Essentially I want to filter Barb in Accountings user selection list within PowerBI to prevent as well as securely isolate users away from each other when selecting users to share with. I don't want them to see each other AT ALL.

I realize that I have AD groups available to me but that does not prevent visibility of users from each other.

Any ideas?

@Anonymous I am not aware of any such feature in powerbi service yet that will let you do it. If you have O365 subscription you will have access to Admin Portal that will let you manage few tenant level settings. You can add this to the ideas section and vote for it I would suggest. Check out below link on some available tenant level settings but this is going to grow on users feedback and that is why it is good to submit your idea.

Alternatively you can consider row level security which will not stop users from sharing to users in another department but you can have control over what users will see in another department of someone has accidentally shared the dashboard. For that check out blog on row level security below.
