PowerBI Usage By Report Page

I've been searching for a reliable way to capture usage activity and adoption at the page level for all reports across for our tennant. 

In the new admin monitoring workspace we only get report-level and not page-level details, and even if page detail was there we need a way to track this beyond the rolling 30-day window this provides. 

The ActivityEvents API also only contains report-level information. 

The only way I've found where you can get page-level information, for each workspace individualy, is using the Usage Metrics Report within the service (right-clicking a report and selecting "show usage metrics"). This creates a semantic model that you cannot directly view, but you can customize the default report to show page views over time, by user, etc. by coping the report to another workspace. (People have discussed doing this for some time in the forums - example)

Unfortunately, this default usage model has recently started to under-report page level usage. This is pretty obvious when you compare to report-level views (see below). Microsoft, in one of their help docs, points out that page level metrics are determined at the client-level and can be impacted by ad-blockers, or other interruptions to network activity. We've accounted for much of this - our company does not permit ad-blockers and we have audited our network security tools to verify that no traffic is being blocked. I've also worked with the MS support team on this issue and have not gotten to a resolution. 

So we're left with no reliable way to get insights into which pages users access within reports. And since each page of a report may contain unique information, this creates a blindspot into adoption.
