    You have to have a gateway on your vendor's site. It isn't off prem, it is on prem, just not your prem.
    The gateway on their machine will need to log into your Power BI tenant.

I assume the same holds true for the Personal Gateway?  Is there another alternative to keep PBI data sync'd?

Same. 

The only other way for Power BI to get data is if it is in the cloud. So your vendor could sync their data with Azure SQL, then you could connect to that without a gateway. But no way to do that directly to on prem data without a gateway.

    I just learned our vendor is running Aurora (MySQL-compatible) on AWS' RDS services.   Would I be able to connect to this service?   If so, how would I go about doing this?
