When the PowerBI Service connects to Google BigQuery, there is an option to use the storage read api. Under the covers, is the native connector integration using an ODBC driver such as Simba? Or is the connection from the PBI service to Bigquery written natively in the PBI service to use the BQ Read API's directly?

Regarding your question, there is a direct connector for Big Query in Power BI. You can refer to the following article.

If you are using ODBC for connectivity in Power BI Desktop, you will also need to install the ODBC driver on the computer where the gateway is installed
