PowerBI Embedded with Service Principal

Hello,
I am developing a web app to embed power BI reports in my company website.
I have also purchased Azure A1 capacity, which is turned off at the moment.

The web app, which uses the service principal mode, correctly retrieves the reports.
However, it works despite the capacity being turned off.

I assume that there is a finite amount of embed tokens that can be generated without the use of an Azure Capacity.
Am I right?
