PowerBI Embedded with PowerBI Auto ML

So we are trying to create a Data flow with using the Auto ML. The challenge has been that the customer does not have a Premium Capacity. But we trying to use Azure Power BI embedded service inorder to asign the requried worksapce to "Dedicated Capacity". The problem is that even with the workspace assigned to dedicated capacity (Diamond), the message we keep getting is "Administrator need to enable Auto ML". We are the Power BI admins and looking at the "Capacity setttings", nothing appears in terms of setting to enable or disable ML. We can see the capacity for embedded but that is all. The reason for the work around using Embedded not Premium is that $5000 minimum is just to much for most our customers in order to evaluate if they see the value in it. 

There is a good chance we missed something obvious.
