PowerBI Desktop Version keep loading and Failed to Start

Checked internally, as such no new firewall rule defined for such blocakge.
Observation:-
Previous version installed and checked at two machine. it works fine. Version No. : 2.80.5803.1061
Latest version, while installing from scratch or upgrading the previous version: 2.82.5858.1161 having compatible issue

Have you test to install the same desktop client version on other devices? I'd like to suggest you try it to confirm if this related to specific device environment issues.
BTW, which type of account are you tested? Any particular rules or policies which will block the application processing enabled on your device?

Thanks Anonymous for your attention. I tried the same with different machine event with my colleague. Facing same issue. I didn't find any specific rule and policy defined for same.
Finally after two days struggling, I found compatibility issue. Once i set into Power BI desktop windows properties and It start working.

Any special settings on your firewall rules and device policies? They may block the requests(it may send some of diagnostics data for network test and MS product analytics) that sent when power bi desktop launched for the first time.

Since I can't reproduce this on my side, I'd like to suggest you open a support ticket with diagnosis/event logs and software environment info to help power bi team to confirm where the issue caused.
