PowerApps App does not work when published as a Power BI App

Hi Guys

I've created a Power BI report and integrated it with my PowerApp using PowerApps custom visual.

I've published the report as App from workspace and gave access to the users (also gave access to the PowerApp).

The problem is - users who don't have aceess to the workspace cannot see the PowerApp at all, whereas users who have access to workspace can see and use it.

What could be the reason?
