Power bi upgrade to premium capacity

We are facing issue in power bi report saying to upgrade to premium capacity, premium apacity button is greyed out. To whom we need to reach out to upgrade since we are not aware of who is power bi admin.

Hi. Where is that? when does the message appear? only capacity admins or delegated users can assign a capacity to a workspace. If you don't know who power bi admin or capacity admin is, then maybe you know who the office 365 or tenant admin is. The office 365 global admin can assign permission to users and check roles. They also are power bi admins.
