if we have a PPU Workspace and then want to share the report to a Premium workspace will the users need any license?
We have Premium P2 but a couple reports are taking up a lot of the capacity so we are thinking activate PPU licenses for them to build in a seperate workspace--- then share a copy to the Premium workspace

You're right, the capacity impact depends on where the semantic model (dataset) resides, not just where the report is stored. Just copying a report to Premium does NOT move the workload. The dataset's location determines where processing happens.
When you copy a report from a PPU workspace to a Premium workspace, the report itself is transferred, but the dataset (semantic model) remains in its original PPU workspace unless you also transfer the dataset explicitly. This means the query workload (and refresh impact) remains in PPU, not in Premium.

If you move reports to a Premium P2 workspace, users won’t need Pro or PPU licenses to view them. However, if the dataset stays in a PPU workspace, users will still need a Pro or PPU license.
For a more cost-effective solution, consider Datatako. It allows you to share Power BI reports with anyone, even without requiring additional Pro or PPU licenses. This could help streamline your reporting process without worrying about licensing issues.

so I tested it out and I cant get it to work.
created dataset in PPU--- created report in premium based off of PPU dataset. users cannot view data due to no access to underlying data?
hi I am still confused if a semantic model lives in PPU workspace and we take a copy into a Premium workspace isnt the workload in PPU not Premium?
For example if I take a report copy it into my workspace from PPU, isnt the refresh and capacity impact on PPU?

does this mean the access cannot be provided in Premium only workspace? the thin report in Premium, dataset in PPU?
thank you this helps, I was going to test this out since we just upgraded to P2 and were going to purchase PPU for some users to build and share in Premium

By definition, in a Premium Workspace you can share with anybody you want. In a PPU only workspace, only PPU users can use it. If you are trying to do this for testing purposes then your plan might work and then when the testing is done by the PPU user, the report can be moved/copied to the Premium Workspace (your P2). Then, they will only take P2 capacity when they are being used.
If you are wanting to keep it separate, that might work as well. But, that means never moving that report to the P2 capacity. When the report runs, it is using the capacity assigned to it. So, i don't think you get any long term benefit if you end up putting it into your P2 in the end.
The other consideration might be that if yo uare tyring up a P2 with what you are running, a PPU gets LESS capacity and the report(s) running there might not run at all if they get over the capacity limit.

I was assuming the semantic model lives in PPU workspace so it takes up that capacity not the P2 Premium since its just a copy
