I use Power BI Pro to create my reports and dashboards..., and I usually share them with users from the same organization and they have used Power BI for free, they update that version every month and that's how it always worked. But now I have the problem that a user cannot see my reports and is asked to buy the PRO version, how can I solve this and be as before?

Power BI Desktop which is free is only for personal practice and consumption only, it does have the sharing and collaborating capability. While Power BI pro or Premium license is mandantory to view or create reports and dashboard.
On the other hand if you are refering to the Power BI Free license that is reflected over Admin Protal, then those license shall or can be utlise if you have PBI premium per capacity model license for viewing purpose only.
