Power Bi Subscriptions not sending to external users

Hi,

 

We have a number of subscription emails set up, including some external users. This was working fine until last week, when the external users stopped receiving them.

 

On the subscriptions, I see a warning saying the settings to share to external users us turned off, but when I check, it is all turned on.


Any thoughts appreciated.

If you have a Pro license you can open a Pro ticket at https://admin.powerplatform.microsoft.com/newsupportticket/powerbi
Otherwise you can raise an issue at https://community.fabric.microsoft.com/t5/Issues/idb-p/Issues

I've seen the latest update on the issue from microsoft: 

 

Power BI has reenabled external email send functionality for limited set of customers on a case-by-case basis. If your tenant is still impacted and wish to request re-enablement, please generate a support request for assistance.

 

My question is; how are we supposed to submit a support request? Both myself and M365 admin have attempted and cannot get past the screen asking for details of a support plan...

 

That support plan selection screen used to always get me too. 

 

In my tenant, the support plan shows up...it just doesn't look like anything you can click on. I think it says Fabric or something, but it's in a weird spot above the dropdown. If you want, I can go get a screenshot of where it shows up.

Thank you  for reaching out to the Microsoft fabric community forum.

This is a Microsoft side issue. There was a recent change in Power BI which temporarily stopped subscription emails from going to external users. Because of this, subscriptions are failing with the message EmailSubscriptionExternalUsersNotAllowed, even though the tenant setting still shows as enabled.

Microsoft has confirmed this is a known service issue, and the fix is being rolled out tenant by tenant. That’s why some customers are seeing it resolved already, while others are still facing the same error.

At the moment, there is nothing to change on the report or subscription settings. Once Microsoft completes the rollout for the tenant, the subscriptions should start working again automatically.

Thank you for the update.

I understand the issue is still not resolved on your side. This behaviour is expected at the moment, as Microsoft is rolling out the fix tenant‑by‑tenant. Some tenants have already received the update, while others are still waiting.

There is nothing additional you need to change from your end. Once the fix reaches your tenant, external users should start receiving subscription emails again automatically.

If the issue continues for longer than expected, you can also consider raising a support ticket so the engineering team can check your tenant specifically.

I'm working again this morning. Microsoft called to have me verify and everything's back to normal.

I actually just received my daily failure.  I think it's time for a ticket.

Can finally confirm this has been fixed on our end.  Creating a support ticket was necessary.

is there a way to monitor whether guest/external users received subscriptions mails or not?

I just checked, not for me, I still get the same error message on the subscription!

I'd go for the ticket. The Microsoft rep I spoke with indicated that they escalated the ticket along with all my tenant info, so it kind of seems like something they're having to do at the tenant level.

I have submitted a ticket and  provided the requested details to microsoft support team. This morning they restored the functionality for my tenant.  

They are restoring on a tenant by tenant basis??
Do we have to submit a ticket to get this corrected?  Anyone else submitted a ticket and issue resolved?

I have a ticket in and talked to them yesterday. They basically told me to wait until 2/6. 

I just checked and it's still broken for me.

User impact: Users may have seen issues with their templated subscription email in Power BI.

More info: Specifically, users may have observed that the subscription email template was altered due to a change rolled out altering the template format.

Customers may have seen additional revisions to this template in the future and it is recommended to update processes to be resilient to these changes. We apologize for the disruption this change has caused. Future updates to this template will be communicated with notice so users can update their processes appropriately.

Final status: We've completed reverting the template to it's previous default state, and after a period of monitoring, we've confirmed impact was remediated.

Scope of impact: Users leveraging templated subscription emails in Power BI may have been impacted.

Start time: Thursday, January 29, 2026, at 9:21 AM UTC

End time: Monday, February 2, 2026, at 6:00 PM UTC

Root cause: A recent change altering the subscription email template for Power BI affected users' existing subscription email templates.

Next steps:

- To help prevent similar impact in the future, we're further reviewing our change release procedures to identify issues before being released.
