Hi SRUK
If the creator of the report has Pro or PPU license , the viewers also need Pro or PPU license to access to the report . Unless you put your report in a Premium capacity . Relatively speaking, the price of Premium is relatively high . If you just share a report instead of long-term cooperation, Premium is not necessary . For new users, they can apply for a 60-day Pro trial period , its function is the same as the official version of Pro .
Of course, you can also use the publish to web function. It does not have any permission requirements for accessing users, even if the user is not a power bi user. Because it is a public web version, anyone can access it. However, this does not apply to reports with private data. You can have a detail understanding about publish to web through the link below .

Hi SRUK !
Please see following MS Docs;
Power BI - Report Sharing
You need a Power BI Pro or Premium Per User (PPU) license, whether you share content inside or outside your organization.
Your recipients also need Power BI Pro or Premium Per User (PPU) licenses, unless the content is in a Premium capacity.Regards,
Hasham

Thanks HashamNiaz , I thought if I publish the report to workspace and I can share the link to sales team to see their reports( End user don't need pro licence). Licencing and deployment of reports ( do's and Don't are not clear from Microsoft). Any suggestion on deploying reports for free licence holders in organisation. Thanks

Hi SRUK !
Another workaround is to publish your Report into Power BI Premium Capacity which is also a costly solution. Your organization needs to purchase a Power BI Embedded License.As a low cost workaround you can create an email and assign a Power BI (Pro) license which can be shared with group of users, so they can only view the reports.

Hasham
