It did not grasp this parts: can you maybe explain an example.
1- "If you share the "wrong" link (ie the workspace link) then the users will get the license notification."

When you say app, you mean power bi pro installed in their computer?
Everyone in the organization have they own workspace, but this doesn't mean that the can view report or dashboards unless they have the pro version or higher ( Premium or F64+)

Sounds like you are on PPU. In that case all users need a Pro license.
