Power Bi Goals - Premium vs Pro License

Hi Everyone,   The new Power Bi Goals can be access with Premium License. Question is, can it be shared and interact with someone that has a Pro License only?  Thanks!

    Sorry for delay reply.

    As we know, pro license is user-based, so pro users can share content among themselves.
    Premium license is based on capacity, you can add pro users to the workspace where premium capacity is assigned, and assign them the relevant permissions, so that other pro users can also access the content.
