Power Bi Embedded- Publish to web (public)

So I have 7 reports that I have embedded- Publish to web (public)  to a service we are using to display the reports onto tvs.

For some reason when I go to embed the 8th report I no longer have the option to publish to web (public) the only options I have are sharepoint and webstite or portal. This 8th report is based on the same dataset. 

Does anybody know as to why? Is it a reached a limit issue? Maybe I need to reach out to my admin?

Another possibility could be your admin has disabled this feature.
