Hi everyone,
I was wondering if anyone can refer me to any documentation or has knowledge of who can manage Power BI App audiences besides the owner of the app. I don't seem to find any information on this. All I can find is that the owner of the App can add new audiences. I checked the Roles doc for PBI workspaces (https://learn.microsoft.com/en-us/power-bi/collaborate-share/service-roles-new-workspaces) but there isn't any mention of audiences. I believe only Members and Admins are allowed to add new audience, but it would be helpful to have a confirmation on that. I was wondering if there is a way to enable Contributers to add audience.

when Audiences hit, I was expecting that users assigned to the Admin and Members role are able to "define" the app, defining creating audience due to the available capability "Publish, unpublish, and change permissions for an app". I never examined what possibilities are available from different capabilities.
Maybe checking the property "Allow contributors to update the app ..." in the workspace settings provides what you are looking for, from a personal perspective I hope this will solve your requirement:
I think, that Contributors should not have elevated rights like sharing the app.
I'm interested in your reasoning for making certain capabilities available to the Contributor role instead of "promoting" users to the Member role?
Nevertheless, if allowing contributors to update an app does not solve your requirement, it is not possible (once again - I consider this a good thing).

Unfortunately allowing to update the app doesn't help. It's just would be ideal for my scenario but I guess it's logical if the contributer is not allowed to manage access to the app and share then it does make sense to not being allowed to add audiences as well
