Unfortunately, it is not possible to persist slide notes from one publication to the next in Power BI. However, you can embed live Power BI reports in PowerPoint with the help of Add-ins. You can interact with these reports inside the PowerPoint slides. Once the ppt is downloaded, it asks for permissions to install Power BI add-in. Proceed with installing the add-in. You can also directly embed a Power BI report in a ppt slide by going to add-in page, choose "Microsoft Power BI" add-in and provide the report URL.
Or You could try saving the slide notes in the Power Point file itself, and then republishing the updated presentation to Power BI Online. This should preserve the slide notes.
