Power BI service report data showing different numbers when downloaded

The report in power BI service is showing some number and where as if we download the report and open in power BI desktop it is showing different numbers. This is a wiered behavior. 

Can you please let me know what are the scenarios where the report numbers are diffrent between Power BI desktop and Power BI service..

Note: The report is same between desktop and service. Same report downloaded and opened in power BI desktop

First thought is that unless turned off filters get saved within the service. When you download the pbix you get the defaults.

I'd therefore start by checking any slicers and the filter pane.
