Power BI service Workspace permissions

Hello,

We have created a report in a workspace and we would like our users to be able to download the file as a .PBIX file but we don't want to give them acces to editing or deleting the report. If we give them Viewer permission they wont be able to download the file and if we give them the contributor role they will be able to download the file but they would also be able to edit adn delete the report. How could we achieve this?

I don't think the combination of permissions exists for what you want to achieve.. They need to be able to download the pbix file but you don't want them to be able to edit the report? 
You could always just copy the pbix to a shared drive where the users can access it. Just make sure they can't publish to the workspace and overwrite what is already there!
