Did you means amazon redshift white list size limit to add azure data center ranges ip addresses?
In my opinion, I think this issue is more related to amazon itself, I'd like to suggest you contact to amazon developer team for better support.
BTW, if amazon still not allow you to increase white list size limit, you can also considered to submit this requirement to ideas forum.
