Power BI report using Power BI dataset in another workspace

We created a new report in Workspace A. This report pulls data from a Power BI dataset in Workspace B. 

We manage users per workspace, not per report. So we gave viewers "viewer" access for Workspace A. 

Question

1. Will viewers also need "viewer" access for Workspace B to see the new report?

2. We have never created APPs.  If we create an APP from the Workspace A, will viewers in Workspace A have access the new report without "viewer" access for Workspace B?

Thank you! So users don't need access to another workspace? Some reports in the APP pull data from a dataset in another workspace.
