Helper IPower BI refresh error: Unable to combine data and workarounds

You said that " the privacy level of all data source to "Organizational" on desktop" .
First, you need to keep the privacy is the same in Power Bi Service and Power BI Desktop .
You can try to set the privacy level to "Organizational" in Power BI Service to test if it can work or not.

Yes as you suggested i have set it "Organizational" in both desktop and service to but it's not worked. it through same error mention below.

Oh.... it is so strange ! I'm sorry i cannot find detailed data for you in the background.
For your question.If you are a Power BI Pro licensee, you can create a support ticket for free and a dedicated Microsoft engineer will come to solve the problem for you.They can work with you remotely and look for error logs in the background.
It would be great if you continue to share in this issue to help others with similar problems after you know the root cause or solution.
