We followed the video from guyinthecube - https://www.youtube.com/watch?v=Nucth8mG2LA&t=381s to add links in paginated reports to send the user to a power bi interactive report.
On clicking from the browser it goes to the correct report -
But, after download and clicking the same link goes to this page and even after signing in, it remains on the same page.
Currently, the user has to edit the hyperlink of the excel cell, then copy the link from that and then paste it in the browser.
Please let us know the way forward.

Check what the link of the downloaded file looks like.
You can clear the browser cache.

The links are different. The link within the browser and exported pdf are the same but the link in the exported excel is different. The difference is that the single quote is url encoded in case of the broswer and pdf urls but not encoded in case of excel -
Working url has the parameter encoded as follows -
Country%20eq%20%27Bangladesh%27%20and%20DIM_x003A_Mission/Mission%20eq%20%27MINUJUSTH%27%20and%20DIM_x003A_MoU_x0020_Header/MOU_x0020_Status%20eq%20%27Signed%27
But, the urls in the excel file looks like -
Country%20eq%20'Bangladesh'%20and%20DIM_x003A_Mission/Mission%20eq%20'MINUJUSTH'%20and%20DIM_x003A_MoU_x0020_Header/MOU_x0020_Status%20eq%20'Signed'
