Power BI in Power Apps Solutions - Premium Capacity?

Does the Power Apps users who will need to access the report have their own Power BI licenses? In that case, your provisioned workspace does not need to be allocated to a Premium Capacity.

If your Power Apps users do not have their own Power BI licenses, the report workspace needs to be assigned to a Capacity in order to allow Free Users to consume the report.

in order to view the Report User should Have viewer license from Premium Capacity or Should have Pro license( using this user Can do self service Bi also).
