Power BI for frontline workers.
We have about 100-150 users in our organizations, where most users are front line staff in retail. We only have 3-4 back office users who creates reports and we have Pro licenses for top management users. Now we want to give access to frontline but based on their locations/district ( RLS).
Can I use Power BI embedded to create solution where front line users can consume reports ( in teams, mobile app) and only see data related to them.? Premium capacity doesn't make sense for that amount of users and Pro is little bit expensive just to consume 1 sales report.
With Embedded it seems reasonable cost but can we embedded it in a teams, use mobile app and use RLS to filter out data per users roles?

I totally understand your case. Premium doesn't make any sense.
One option would be a pro account for everyone, what as you mentioned would cost a little. Otherwise, you can think to provide the PBIX file or as you mentioned to go for embedded.
I don't think it's possible in teams in a native way, but you can program an app or internal website and filter the data based on the user account. But you have to program that yourself then. Check a few of the tutorials and the contoso embedded example that is hosted on Github:
