Power BI embedded license & Power Apps

I have a case where some simple reports (no interactivity needed) must be shared with a number of users inside an organization. Enough where a $10 per user Pro license seems excessive for such simple...

    I believe that the same restrictions apply. The users either need to have a Pro or PPU license, or the dataset needs to be on a premium workspace.
