I have an embedded workspace in which I have my reports and I have shared that reports with the Pro users and Non-pro users.
When the embedded service is up and running in Azure Portal the Pro users are able to see the reports but as the embedded service is stoped the Pro users are not able to see the report and get an error as Cannot load the data model.
Why are the Pro users not able to see the report, do we have a workaround for this?

@Nimai123 - You need to have the embedded instance running to be able to see reports. Maybe I am not understanding something.

With embedding you require embedding license and one power bi pro at least
