Power BI embedd on SharePoint
I currently have a powerBI dashboard embedded on sharepoint. That means that people who have access to that sharepoint page should be able to view the dashboard.
However, my users do not have a powerBI license or Pro account. Can they still view the report?

you can't check the Power BI licensing for your SharePoint space.
I rephrase my answer: It's not possible that your users will be able to see your Power BI content, until the SharePoint users are properly licensed in regards to Power BI.
If your Power BI workspace is backed by Pro licensing all your users need Pro.If your Power BI workspace is backed by Premium P[x] or EM[x], your SharePoint users are good to go without any license.
Ask your Power BI Service Administrator how the workspace in question is licensed.Regards,

if your Power BI content is located in a workspace that is
- backed by Pro licensing (the default), the answer is NO
- backed by Premium [Px] or EM[x], the answer is yes
