We recently added an A1 embed capacity to our Power BI usage. We pause this capacity server when not needed to save on costs. However after linking the capacity server to our workspace in the Power BI portal I am getting reports that users can no longer publish while the server is paused and that data sets are not automatically refreshing using our pre configured SQL gateways. Is there a way to publish and have scheduled refreshes while a capacity server is paused or does it have to be unpaused in order to continue to utilize these features?

Once the workspace is assigned to a premium capacity, A1 has to be active to continue using the services in the workspace, as the resources to run the services in that workspace has been assign to that capacity. Same goes when somebody access the report that has been embedded using A1.
TLDR: Pausing capacity = pausing services in the workspace
