I am trying to use the https://app.powerbi.com/ web site and the navigation bar on the left is now working properly.
I turned on developer mode and see Console errors
Throttling navigation to prevent the browser from hanging.
This seems to occur quite a bit when I start using the navigation links on the left side of the screen. This started within the last hour.

It sounds like this could be an intermittent issue in the Power BI Service
I would wait an hour and if there is still an issue then log a support ticket: https://powerbi.microsoft.com/en-us/support/pro/
