Post PatronPower BI Tenant Migration – Access for Users Moving Between Tenants (INFY → TATA)

We are currently working on a Power BI tenant migration from INFY to TATA.
Current Architecture
All users (INFY: [email protected], TATA: [email protected]) are currently in the INFY tenant.
The data sources (SharePoint/OneDrive) are also hosted in the INFY tenant.
Migration Plan
Only users of TATA will migrate to the new tenant (TATA).
Power BI reports and datasets (semantic models) will remain in the INFY tenant.
Example Scenario
When [email protected] moves from INFY tenant to TATA tenant, he will log in to TATA tenant but may need to switch back to INFY tenant to access the existing Power BI reports.
We have a workspace, say ABC, in the INFY tenant.
Under Manage access, there are 8–10 groups.
One group (ABC-Analytics-Workspace-Contributor) includes the user [email protected].
Question
After the tenant migration:
If the user’s email ID remains the same ([email protected]),
and when he logs in to TATA tenant and wants to access the INFY Power BI workspace (ABC) via B2B collaboration by switching the tenant
Do we need to perform any additional configuration or action from the Power BI Admin side?
Notes:
The user has a Power BI Pro license.
The user is already listed under B2B guest users in Azure AD (INFY tenant).

In your situation, since users from the TATA tenant will continue accessing Power BI content hosted in the INFY tenant through B2B collaboration, the key setting you need to focus on in the Power BI Admin portal (under Tenant settings → Export and sharing settings) is “Users can invite guest users to collaborate through item sharing and permissions.” This option must be enabled in the INFY tenant to allow external or guest users from another organization—such as [email protected]
from TATA—to access workspaces, reports, and datasets shared with them. Based on your screenshot, this setting is already enabled for the entire organization, meaning no further configuration is required from the Power BI Admin side. You don’t need to enable “External data sharing” or “Users can accept external data shares,” as those are meant for Fabric data-sharing scenarios, not for Power BI workspace access. As long as [email protected]
remains an active B2B guest user in INFY’s Azure AD with valid workspace permissions and a Pro license, he can switch to the INFY tenant in Power BI Service and continue working without interruption.

The Power BI Admin in INFY should ensure that B2B collaboration is set up correctly, that permissions are maintained for raja, and that the user has the necessary Power BI Pro licenses in both tenants. A final test should confirm that everything works as expected before completing the migration.
Confirm that [email protected] is properly listed as a guest user in the INFY Azure AD tenant. This user should be under the "Users" section with the appropriate permissions, such as being part of the ABC-Analytics-Workspace-Contributor group.
The Power BI Admin in the INFY tenant must ensure that external sharing (B2B collaboration) is enabled for the tenant. This includes checking that external sharing settings are configured both at the tenant level and the workspace level to allow access for guest users like [email protected]
After migration, validate that the permissions [email protected] had in the ABC workspace within the INFY tenant are still intact. It's crucial that the user’s contributor rights have not been disrupted by the migration process.
raja@tata needs to have an active Power BI Pro license in both the INFY and TATA tenants. The user requires the Pro license in the INFY tenant to access the legacy Power BI reports and in the TATA tenant for future reports. Ensure the licensing is correctly applied to both.
Prior to finalizing the migration, perform a test to verify that raja can log into Power BI, switch between the TATA and INFY tenants, and successfully access the ABC workspace. This will ensure that all permissions and configurations are correctly applied.

Yes, The feature you're referring to, "B2B guest users can set up and be subscribed to email subscriptions," is part of external sharing B2B collaboration.
B2B Collaboration in Power BI means that users from one tenant (e.g., TATA user [email protected]) can be invited to access Power BI content like reports or dashboards in another tenant e.g., INFY. This is done by adding them as guest users in the Azure AD of the host tenant.
As part of external sharing, B2B collaboration must be enabled both at the tenant level and at the workspace level in Power BI. This allows guest users like [email protected] to access resources workspaces, reports, dashboards from the INFY tenant while being logged into the TATA tenant.
Specifically, B2B guest users like raja should be able to access shared Power BI reports and dashboards. Set up and be subscribed to email subscriptions for these reports if needed. Email subscriptions are a way for users to receive scheduled report snapshots via email.

In your scenario, since the Power BI content (reports, datasets, and workspaces) will remain in the INFY tenant, and users like [email protected]
will move to the TATA tenant, you’re essentially transitioning from a single-tenant setup to a cross-tenant (B2B) access model. The good news is that, as long as [email protected]
already exists as a guest user (B2B) in the INFY Azure AD, and his user principal name (UPN) remains the same, there’s no need for major reconfiguration from the Power BI Admin side — but a few important checks are required to ensure smooth access.
First, confirm that [email protected]
remains an active B2B guest user in INFY’s Azure AD after migration, with proper role assignments (Contributor/Viewer) still intact in the relevant workspace groups. Since Power BI identifies access via Azure AD Object IDs, if the TATA migration causes a new Object ID for the user, the existing permissions might break — in that case, you would need to reinvite the user from the TATA tenant into INFY as a new guest and reassign permissions. Also, ensure that cross-tenant sharing is enabled in INFY’s Power BI Admin portal under Tenant settings → External sharing, allowing external users from trusted organizations (like TATA) to access content.
From the user’s perspective, after migration, they’ll log into Power BI via https://app.powerbi.com
, select their INFY organization from the tenant switcher, and access the workspace as before. As long as the guest user has a Power BI Pro license (either in their home tenant, TATA, or assigned by INFY), and the workspace is backed by a Premium capacity, access will function normally. In summary, no structural Power BI admin changes are required beyond verifying permissions, guest account validity, and tenant sharing settings — but you should revalidate Object IDs post-migration to ensure continuity.
