Power BI Subscriptions Turning itself off for some users

These two users have the same license and permissions as the other users. I had them delete their subscriptions and remake them. They appear to be working fine now so I guess it was some transient issue.

Power BI may automatically disable subscriptions due to several reasons. One common issue is email delivery problems, such as the recipient's mailbox being full, incorrect email addresses, or emails being blocked by spam filters. Another reason could be permission issues, where users lose access to the report, workspace, or dataset. Subscriptions may also be disabled if the affected users lack a valid Power BI Pro license or if the report isn’t in a Premium capacity workspace. Additionally, report changes, like modifications to the underlying dataset or parameters, can break subscriptions. Temporary service glitches or exceeding subscription limits (e.g., 50 subscriptions per user per report) might also cause this issue. To resolve it, check the subscription history and activity logs in Power BI Service for specific errors and ensure all configurations, permissions, and email settings are correct.
Consider these steps to resolve the issue:
- Ensure that the gateway version is up to date and that the report has a gateway selected. If there's no gateway selected, the data source might have changed or might be missing.
- There are various scenarios that might cause refresh issues, such as unsupported data sources, expired OAuth tokens, or network connectivity problems. Reviewing these scenarios and troubleshooting accordingly can help resolve the issue. For more information refer to the below link:

What license these 2 users have?
And what permission they have on the workspace, report and dataset? Are these 2 users have same license and workspace or report permission as others who are subscribed successfully?
