Post ProdigyPower BI: Subscription Options Help and Sharing the reports/apps
I am looking at ways to publish my app/reports but to do so I have read Pro licenses are required. So the different options to share include deploying apps, giving access to workspaces. Sharepoint and publishing to the web or email. The publish to web or email are free options but don't think implements the dynamic row level security.
Secondly what subscription is the best option for 38 account managers who will be using the reports. The pro per user or should the organization get the premium per year license.

You're correct that a user in Power BI requires a licence to view any Reports shared with them. This can be a Pro licence, if the Report Author has a Pro licence, a Premium Per User licence (PPU) , if the Report Author has a PPU and has published the Report to a PPU workspace, or a Free Power BI licence, if the Organisation has a Premium Capacity licence and the Report Author has published the Report to a Premium Capacity Workspace.
Using Publish to Web places the Report on app.powerbi.com an internet facing web store which is searched by search engines like Google and Bing. This means that the Reports published to web may be found by a Google search - try putting something like “site:app.powerbi.com confidential” into Google - So you have to be aware that your Reports Published to Web are Public. Reports published to the Power BI service and shared from there to a user that has a licence are secure and can only be seen by the recipient. If you implement Row Level Security this prohibits "Publish to Web" as its not possible to have a secured Report with anonymous public users.
Your second question depends on your definition of "Best". With a small number of users - 38 in your case - it is cheaper to purchase them all Pro licences, because the costs for a Premium Capacity licence are quite high. However a Premium Capacity licence offers many other facilities besides access by Free licences. Premium Capacity (think of it as renting your own private Power BI server in the cloud) can deal with much larger data volumes and faster data refreshes. It also gives access to Paginated Reports (RDL reports like SSRS), Artificial Intelligence tools and more. So if you want those it may be best to go for a Premium Capacity licence.
Because the licences are on a monthly repeat, it may be best to start with a few Pro licences to get going, and then later move up to PPU or Premium Capacity as required.

akhaliq7Thanks Stuart for such a detailed response, I got your points so yes will recommend to my senior manager to stick with pro licences as I think they may want to stay within a budget. Second with the options to share so staying within the power bi domain means more security. What I have done is publish an app for my organisation and I have assigned the account managers to the app which secures the datasets and other reports in the workspace.
