Hi Anonymous 

1.Your recipients also need Power BI Pro or Premium Per User (PPU) licenses, unless the content is in a Premium capcacity, you can consider set a capcacity with P SKU. You can refer to the following link.

2.You can consider to publish the report to web so that the user can see it without any license, you can refer to the following link.
