Power BI Service Semantic Model - Longer than usual refresh

We have a dataset that normally refreshes in 3 minutes that today is taking upwards of 1 hour to refresh. The same version of the dataset in the dev & test part of pipeline refresh as normal but this one isn't working as expected.

      Premium Per User but I believe that still keeps us on Shared Capacity

        Yes, and Shared capacity means exactly that. No stability guarantees.
