Power BI Service: Refresh didn't start and nothing happens when click the refresh button

When I click the refresh button in Power BI service to refresh the report nothing happens and it didn't start the refresh so I removed the report from workspace and refreshed it in PBI desktop and republished it.Then refresh is started working fine.I was facing this issue for one report during busy window in the morning where several other semantic models run concurrently but I was able start refresh for other reports in the same workspace and in other workspace as well but for this one particular report refresh was not working when I tried to start.And scheduled refresh of that report had taken more time than usual on that day morning before I tried to start manual refresh

When you look at the settings and refresh history, what does it show for the times when you clicked on "refresh"?
