Suppose I have created a Power BI report and published it to a workspace (not a Premium workspace), using a Power BI Pro license . In this case, do the users who want to access the report also need a Power BI Pro license to view it, or can they use a Power BI Free license to view the report, apply filters, and download it as a PDF or PowerPoint?

In your case , users need pro license to view report since your workspace is not premium. you will have to add them as viewer in your workapce
